With ImageReady. It's quite simple to learn, I'll put up a more elaborate tutorial on it when I have time to.

okay... now you've done it.. now you're going to have to teach me EVERYTHING about this emote business.. first off, what program do i need to install in order to make these?

I personally use Photoshop 8.0 CS and the sub-program ImageReady to make mine.

I dunno, just as long as you don't save it as a Flash object. I don't know how Flash works, so I can't really tell you anthing specific about it. Use Photoshop. :/
