Full title could be "The Effects of Using the Internet", or as I've decided to call it: The Intardnet.
Basically, if you don't get it, the emote walks up the the computer, starts using it, and gradually gets more and more retarded from browsing the web. Something which seems to happen to a lot of people these days.
I don't know about South Park, it's generally very offensive. -shrugs- Much more offensive than this emote for sure.
But, well, word "retarded" is used every day by a lot of people in a meaning absolutely not having anything to do with people, who suffer from mental disabilities directly. D:/ I mean people are calling each other "imbeciles" and other terms, but it's just common way of speaking these days. D:/ No one means to offend disabled people, not in here at least. :-/
I think you're over-reacting a little bit. If you want to do society some good, there are much more offensive things on DA, trust me.

Things are obviously different where you are, to call someone a retard in England is very offensive. The meaning behind the word remains the same, regardless of how it is used.
I don't think I'm overreacting, it just seems some things are more offensive in different parts of the world.
